LOCAL GOVERNMENT OF DARKHAN-UUL PROVINCE BRIEF BACKGROUND
The history of Darkhan starts from October 17, 1961, when the first foundation stone of Darkhan city was laid in the “God’s Valley”.
On October 23, 1962 the first foundation of the citizens’ representatives khural of Darkhan city was laid by the decision of the first city meeting. And the first Khural organization of local governance started its work .
Many industries, buildings, cultural and service facilities started to be established in Darkhan city as well the population was growing, therefore, under the resolution no. 152. dated on August 17, 1962, by the  Presidium of the Peoples Great Khural it was decided to organize the election for Peoples Deputies Khural on October 21, 1962. The Peoples Deputies Khural or the main executive body of Darkhan city run its activities for 30 years and during this period it approved the annual guidelines to develop the city and the province, approved the city and provincial budgets as the financial sources to implement the main guidelines, made plans for development and worked hard to implement all these works successfully and effectively for 30 years.
The Deputies of the Peoples Khural of the province, who were selected by the first democratic election of 3 level khural organizations,
hich was organized on July 29, 1990, implemented their authorities until August 1994. Since then, the history of Peoples Khural organization comes to the end and the new history of development of the Citizens Representatives Khural starts.    
The local election was held under the New Constitution of Mongolia, which was passed in 1992, and the Law on Administrative and Territorial Units and their Management and the local management was re-structured throughout the country, however, Darkhan city kept its status until August 1994.  
The local election was held because Darkhan city was re-structured to province status and 51 representatives were authorized by the first session of the Citizens Representatives of the province, held on September 1,1994. The first session of 6th election of the Citizens Representatives Khural of the province was held on December 03, 2012 and 33 representatives, elected by the Citizens Representatives Khural, were authorized and received their confirmations.
The current Citizens Representatives Khural of the 6th local election of the province consists of 33 representatives, 11 presidiums and 6 khoroos (committees). They are:
•    Administrative and legal policy and inspection committee,
•    Property, budget, finance, economy and foreign policy and inspection committee,
•    Development policy and urban planning policy and inspection committee,
•    Environment and ecological policy and inspection committee,
•    Human development, labor and social policy and inspection committee, and
•    Science and research inspection committee.  
The Citizens Representatives Khural of the province consists of: 18 members from Mongolian Peoples Party, 11 members from Democratic Party, 2 members from the Justice coalition of  Mongolian Peoples Revolutionary Party and  Mongolian National Democratic Party and 2 independent members.

 
 

                          CITIZENS REPRESENTATIVES KHURAL OF THE PROVINCE


 
The committees of the Citizens Representatives Khural of the province discuss the meeting agendas and work reports from the related agencies and departments, make proposals, evaluations and report work executions.
 
The Civil Chamber and the Local Property Agency run their activities at the Citizens Representatives Khural of the province.
The work agency of the Citizens Representatives Khural of the province runs its activities with 10 employees.
 
The 7th session of the Citizens Representatives Khural of the province declared the year of 2015 as the “Year of supporting children and youth participation in economic, social and cultural upbuilding works in the frame of the partnership of the state and private sectors” with the following objectives:
  •  To increase the investment for improving the partnership of state and private sectors,
  •  To support the youth and children, and provide their participation in local development.
 
                                      SESSION PROCEDURES ARE OPEN  TO THE CITIZENS
The media representatives always participate in sessions and Presidium meetings, the decisions and information from the meetings are propaganded through the Citizens Representatives Khural website www.khural.mn and the Information Boards of the Citizens Representatives Khural, which are the main tools to deliver any works from the Citizens Representatives Khural to the public.
    
We collaborate with the local televisions and organize live interviews on “Civil Chamber is listening”, “Representative is speaking”, so we can receive the citizens’ opinions, proposals as well we introduce the citizens with the local policies and decisions, upbuildings and investment works.
